Changes in character from previous game: Garrett's experience in the Hunger Games forced him to come out of the metaphorical shadows and adapt to a more social lifestyle. He became somewhat more comfortable with being seen and known by the general public, as well as with working with other people. His preference is still to work alone and undetected however, but he will work in a group if it means the difference between success and failure, or life and death. He just won't be particularly happy about it.
Personality: Garrett is, by nature, a fiercely independent loner, and proud of it. He's slow to trust anyone, and is suspicious of any kind of authority. He makes no effort to get along with strangers, often treating them to his snark or sneaking off at the first opportunity. His snarky sense of humour also serves as a kind of defense mechanism for him, both by keeping people at a distance from him and by allowing him to distance himself from the world. Becoming too close to too many people is a sure way to wind up dead in the gutter or in the noose on the streets of The City, after all.
Garrett didn't live as long as he has by being nice or even honest with people. While he's firmly against killing someone or putting them in a situation where they could be killed, he has no issues with throwing other people under the bus to save his own skin, and has no issues with theft or pick pocketing. In fact, the thrill of a good heist is what gets him out of bed. He loves nothing more than sneaking in and out right under the nose of a squad of armed guards, and doesn't feel completely alive unless there's some sort of danger. Even when there's no monetary gain from stealing, he'll still look for ways to sneak into seemingly secure areas for the thrill of it and to prove that he can. He'll always be on the lookout for an outlet for this need, much to the annoyance of anyone stuck living near him.
However, Garrett is extremely loyal to the few people who do manage to earn his trust. He's been shown to risk life and limb for the select few he considers his friends, and won't even expect any kind of reward or payment for it. He trusts them to do the same for him if the situation came up, and that's reward enough for him. Because of this, perceived slights and betrayals cut him deeply. He has a difficult time even being in the vicinity of anyone he feels has betrayed him, and won't hesitate to let them know it.
In short, Garrett is a cynical, snarky bastard who distrusts the world, genuinely loves being a thief, and is one of the most loyal friends you'll ever have if you can get him to trust you.
Powers/Abilities: Garrett is known as the Master Thief for good reason, and his lifestyle's demands mean that he's very acrobatic, atheletic, and careful in his every movement. He's extremely skilled in free running, climbing, archery, and stealth, and possesses a surprising knack for engineering as evidenced by his custom-made compound bow and his hobby of repairing the clock tower he lives in.
He has only recently come into some powers, which are hinted at by his slightly glowing, greenish blue right eye. Some of these powers require him to focus, while others are passive:
-Can easily see key elements in a scene (focus)
-Can easily find valuable loot by seeing a kind of highlighted visual trail to it (focus)
-Can quickly pickpocket multiple items on a person without being detected (passive)
-Can see the inner workings of any lock (focus)
-Can fire his bow with supernatural speed and precision (passive)
-Enhanced hearing (passive)
-Can see the weak points on a target that will allow him to knock them out in a single blow (focus)
-Can achieve short bursts of supernatural speed (focus)
-Makes almost no detectable noise whatsoever, even while running (focus)
-Can remain concealed even in the light for short durations (focus)
While the game requires him to consume the petals of a certain kind of poppy to recharge his energy for his focus powers, Garrett can either regain this energy by resting for a while or by bringing a handful of poppy petals with him from the kitchen.
